Alan Kohler
President
Alan Kohler leads Pamir’s strategy and growth, helping clients understand and respond to the national security, geopolitical, and business implications of China’s expanding global influence. He brings more than 30 years of counterintelligence, cyber, and national security leadership. During his FBI career, he held several senior counterintelligence leadership roles, directing critical efforts to identify and mitigate foreign intelligence threats. In the latter part of his career, he focused on strengthening collaboration between the U.S. government, companies, and universities to improve awareness and understanding of evolving threats and their implications for national and economic security.

James Mulvenon
Vice President, Intelligence
James Mulvenon brings more than 30 years of experience as a recognized expert on Chinese cyber strategy, technology transfer, espionage, and military affairs. A trained Chinese linguist, James has spent his career building and leading specialized teams of Chinese linguist-analysts to help government, military, and commercial leaders understand and respond to China’s strategic ambitions and evolving global influence. An accomplished author, James co-authored Chinese Industrial Espionage, the first comprehensive account of China’s efforts to illicitly acquire foreign technology. He regularly advises senior leaders on China-related security and technology issues and has been featured in The Wall Street Journal, The New York Times, and international media.

Piper Lounsbury
Vice President, Commercial
Piper Lounsbury drives commercial strategy, client solutions, and business development, helping corporate leaders and investors understand how China’s evolving geopolitical and economic landscape affects operations, growth, and long-term decision-making. Her career spans senior leadership roles across corporate strategy, international business, government affairs, and China-focused advisory work. She served as Executive Director and Head of China Operations at United Technologies Corporation and held senior roles with The Boeing Company and the U.S.-China Business Council. She later served as Chief Operating Officer of a country-risk advisory firm, and founded and led a senior linguist-analyst team at Red Trillium Associates. Having spent a decade living and working in Asia, Piper brings firsthand market experience and a deep understanding of the commercial realities facing multinational organizations.

Jonathan Ray
Director, Government Analysis
Jonathan Ray leads government analysis at Pamir, specializing in Chinese technology, military capabilities, and strategy. With more than a decade of experience leading analytic linguists, he translates complex developments across China’s defense, technology, and innovation landscape into actionable insights. Previously, Jonathan served as Director for Security and Foreign Affairs at the U.S.-China Economic and Security Review Commission, where he led analysis of China’s cyber activities, Taiwan policy, and response to the war in Ukraine, and briefed findings and policy recommendations on Capitol Hill. He has published extensively on China’s advances in artificial intelligence, quantum computing, and robotics, as well as its capabilities across nuclear, space, cyber, and naval domains.

Leah Holder
Director, Research & Collection
Leah Holder leads research and collection efforts at Pamir, bringing more than 20 years of expertise in China, data collection, and intelligence analysis. She develops and refines research methodologies and identifies critical data sources to help clients address complex challenges and better understand their exposure to China. Previously, Leah was a Chinese language analyst at the National Security Agency supporting China-focused missions, and throughout her career has also worked with other Intelligence Community agencies, U.S. Army Counterintelligence, and the U.S. Department of State. She has provided translation support to the Director of National Intelligence (DNI) National Media Exploitation Center and the Center for Strategic Translation. She has studied at Beijing Normal University and Peking University in China.

Silka Schreiber
Director, Commercial Analysis
Silka Schreiber leads commercial analysis, focusing on translating complex data into actionable insights for clients. She directs a cross-functional team of linguist-analysts and subject-matter experts to develop research and intelligence products addressing critical strategic challenges. Her research spans China’s AI sector, talent acquisition strategies, and evolving regulatory frameworks. Proficient in Mandarin, Silka has lived and studied in China, bringing firsthand knowledge of the country’s cultural and political environment to her analysis.
